When you want to show some important message to customer before placing an order, You can show to cart page. Follow below step to add this message.
Generally you can inform customers about Cancel order policy, Delivery time policy etc.
Step #1: log in to your Admin Dashboard.
Step #2 : Go to Settings -> Terminology
Step #3: You will Find Cart information Text Under General. You can enter message which will be visible to the customer on cart screen.
Step #5 : Restart your application, And you will find this message at bottom of cart.
